Could This Report About Church Growth Be True?

“It is my opinion that tens of thousands of people, if not millions, have been brought into some kind of religious experience by accepting Christ, and they have not been saved” AW Tozer (left).
Recently I heard of a church which conducted altar calls every Sunday and which reported that several thousand people had made “decisions” in the last year.
The report went on to say that the number of people attending this particular church had not increased over the same period. How can this be explained?
